I post titles like this that are entirely meaningless to anyone not already familiar with the subject matter.

Anyway, from the GitHub repo [0]:

At least here in Spain there is nothing “in the public domain” at least until the owner dies.

You can release something with the most permissive license, or without a license, but it cannot be made public by yourself.

Just say “no restrictions”.
