That should read two PCIe x4 ports to the CPU intended for attaching SSD storage. Otherwise it sounds like a dedicated SSD port which it clearly isn't.

16x + 4x of PCIe 5.0, and a new 4x of PCIe 4.0. Then the DMI 4.0 8x for the chipset.

Pretty minor addition. Still, makes sense.
